Have you gotten a call like this: "Hi! I'm Rachel from Cardholder Services and this is your last opportunity to sign up for lower interest rates on your credit card"? I swear you cannot get rid of these people and neither can the state of Wisconsin. They really don't care that you are on any no call list.

The State of Wisconsin No Call List people probably wonder why nobody files a complaint. Ya. Its easier just to hang up on these miserable bastards every couple of days than to file the complaint. Even when I call Rachel's number and ask to be taken off their list, they still keep calling.
